About this opportunity
Red Rocks Community College (RRCC) is issuing a Request for Qualifications (RFQ) for architectural and engineering consulting services to design a new Nursing & Health Imaging Building as part of a Design/Bid/Build project delivery approach. The procurement seeks qualified firms to provide comprehensive design services for approximately 28,000 gross square feet of new construction located in Wheat Ridge, Colorado, with an estimated hard cost of $28,000,000 and targeted occupancy in Fall 2027. Deliverables include fit study activities, site sizing and placement, subdivision coordination, utility planning, environmental and habitat assessments, and oversight of subsequent architect/engineer procurement, with design work anticipated to commence June 1, 2026, and construction running from early winter 2026 through Fall 2027. Minimum qualifications require respondents to hold a valid Colorado architecture license, demonstrate experience on at least two prior projects each exceeding $21,000,000 in hard costs, maintain a Colorado office for a minimum of five years, be registered with the Federal System for Award Management (SAM), and operate under the same business name for at least two years without prior state termination for non-performance. Mandatory attendance and sign-in at the pre-submittal conference and site tour on April 8, 2026, at 1:00 PM (RRCC Arvada Campus, Lecture Hall 8320, 10280 W 55th Ave, Arvada, CO 80002) is required for submittals to be considered. Qualifications submittals are due April 27, 2026, at 4:00 PM (four hard copies and one electronic copy), with the short list announced May 4, 2026, oral interviews conducted the week of May 11, 2026, and final selection announced May 18, 2026. Evaluation criteria include project team qualifications, firm and team capabilities, prior relevant experience, project approach with emphasis on budget methodology and quality control, equity and diversity initiatives, and work location proximity.
The project is subject to Colorado prevailing wage requirements mandating that at least 80% of work be performed by Colorado laborers per C.R.S. 8-17-101. Additionally, the project is subject to the Buy Clean Colorado Act (BCCO), requiring specification of Environmental Product Declarations (EPDs) for eligible materials that meet maximum acceptable global warming potential limits established by the Office of the State Architect. Respondents must execute an Acknowledgment and Attestation Form confirming acceptance of the sample Architect/Engineer/Consultant Contract terms without reservation, with any contract exceptions to be communicated in writing before solicitation closure. The selected architect/engineer will be required to maintain Professional Errors and Omissions liability insurance ranging from $250,000 to $2,000,000, Commercial General Liability insurance of $1,000,000, Automobile Liability insurance of $1,000,000, and Workers' Compensation insurance. Compensation will be structured by design phase with monthly payments made upon presentation of Applications for Payment within forty-five days of receipt, with the total award value anticipated to align with the $28,000,000 estimated hard construction cost, though the specific design services fee structure will be determined through the qualifications evaluation and selection process. No incumbent vendors or current contractors are identified for this new project procurement.
