About this opportunity
Red Rocks Community College (RRCC), in partnership with Warren Tech/Jefferson County Public Schools, is soliciting competitive bids for accessories related to an Electrical Discharge Machine (EDM) tooling machine intended for educational purposes under the Colorado Helps Advanced Manufacturing (CHAMP) grant program. The procurement encompasses three primary components: an EDM Starter Kit (Gaiser SK100 or equivalent), a Pre-Setting Station (Gaiser PS01 or equivalent), and a Truing Station (Gaiser TSPS01 or equivalent), with shipping included in all bid pricing. Bids must be submitted to the RRCC Purchasing Office located at 13300 West Sixth Avenue, Room 1172, Lakewood, Colorado 80228-1255 no later than November 16, 2015 at 2:00 p.m. Mountain Time, with equipment delivery to the same Lakewood address unless otherwise specified. Award will be made to a single vendor based on evaluation of price and other factors deemed most advantageous to the State of Colorado, with all bids receiving fair and equal treatment. All quotes must exclude federal and state taxes, as RRCC is tax-exempt and will provide tax exemption certificates upon request. Vendors must be registered with the Colorado Vendor Self Service (VSS) system to download solicitation documents and be considered responsive. Payment terms are Net 45 days following receipt of products and a correct invoice, with statutory interest accruing on any unpaid balances after day 46, and vendors must provide proof of required insurance coverage within seven business days of the contract effective date.
Service-Disabled Veteran-Owned Small Business (SDVOSB) vendors receive a 5 percent preference applied as a deduction from the total bid price; if an SDVOSB qualifies as the low bidder after the preference deduction is applied, they receive the award and are paid the full bid amount without the deduction being applied. In cases of low tie bids, preference is given to resident bidders as defined by Colorado Revised Statutes Section 24-103-202.5. All contractors must comply with federal grant requirements outlined in the Supplemental Provisions exhibit, which incorporates mandatory compliance across multiple federal statutes and regulations including Equal Employment Opportunity requirements, the Copeland Anti-Kickback Act, Davis-Bacon wage standards, Clean Air Act and Federal Water Pollution Control Act standards, and Byrd Anti-Lobbying Amendment certifications. Contractors must also complete the W-9 Substitute Form from the State of Colorado to provide taxpayer identification numbers and certifications, including self-certification regarding Minority and Women-owned Business Enterprise (M/WBE) status and small business classification. The solicitation does not identify an incumbent vendor or specific budget range, with award value dependent upon the competitive bids received for the three EDM accessory components and associated shipping costs.
