About this opportunity

Gwinnett County Board of Commissioners is requesting proposals for provision and implementation of a Laboratory Information Management System (LIMS) on a multi-year contract for the Department of Water Resources, with sealed proposals due June 15, 2026 at 2:50 PM local time at 75 Langley Drive, Lawrenceville, Georgia.

The County seeks a SaaS/Cloud solution capable of out-of-box implementation with full functionality for immediate deployment without customization. The Water Resources Laboratory currently conducts over 44,000 analyses annually across chemical, microbial, and wastewater testing with 19 employees and support from up to 15 subcontracted specialty laboratories serving approximately one million residents. The LIMS must support the existing equipment environment including Mettler analytical balances, Shimadzu TOC analyzer, Metrohm ion chromatography, and Hach spectrophotometers. Required scope includes software, installation, on-site testing, startup, warranties, maintenance, training with printed materials and in-person instruction, project management, data migration, instrument parsing setup, and integration with external solutions including Hach WIMS and ArcGIS. The current system is an on-premises Accelerated Technology Laboratories Sample Master Version 10 LIMS with 16 GB database storage.

The County must implement a fully functional LIMS within one year of project start. Security requirements include SOC 2 Type II certification, data encryption at rest and in transit, disaster recovery with 12-hour Recovery Time Objective and 4-hour Recovery Point Objective, multi-factor authentication, and secure data storage in the United States. A 12-month warranty covering all system and application software updates, professional services, and maintenance is required. The contract term is five years.

Pricing proposals must itemize subscription licensing, professional services and implementation, API and third-party interface costs, dashboard and custom reporting, training, support, and any additional costs, with line-item detail for each year of the five-year term. The County is tax-exempt; all charges including transportation, installation, training, and out-of-pocket expenses must be included in pricing. Electronic payment will be used.

Evaluation allocates 100 points for technical evaluation (Parts I–VIII), up to 20 additional points for demonstration (Part IX), and 10 points for cost analysis, for a maximum of 130 points. Technical criteria include responsiveness (5 points), experience and qualifications (15 points), ability to meet WRL system requirements (20 points), technical requirements (15 points), security requirements (10 points), implementation and project management (15 points), training and support (10 points), and references (10 points). Questions are due June 2, 2026, directed to Dana Garland, Purchasing Manager, at Dana.Garland@GwinnettCounty.com or 770-822-8723. Submit one original unbound copy, five copies, and one electronic copy on flash drive.
