About this opportunity
Gwinnett County is soliciting competitive sealed proposals for the Purchase of Firefighter Turnout Gear through Request for Proposal RP003-25, targeting an annual procurement of approximately 250-300 sets of turnout gear for the Department of Fire and Emergency Services. The procurement will serve 1,056 firefighters, paramedics, and support staff across 31 fire stations, with an estimated annual requirement of 320 protective coats, name patches, and protective pants. The gear must comply with NFPA 1970-2025 Edition standards and include specific technical requirements such as particulate blocking in coat cuffs, Gore Parallon liner systems, and specialized reinforcements. The evaluation process will occur in three phases: a Technical Evaluation (50 points), a Wear Test (40 points), and a Cost Proposal (10 points). Key dates include a pre-proposal conference on January 14, 2025, at 10:00 AM, with questions due by January 22, 2025, at 3:00 PM. Short-listed vendors will be required to provide gear samples within six weeks for testing by five fire personnel, with cost proposals only requested from vendors advancing to the final phase.
The solicitation includes specific restrictions, notably that vendors currently on the Gwinnett County ineligible source list are prohibited from submitting proposals. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the county has a history of procurement excellence, having won the Annual Achievement of Excellence Award in Procurement since 1999. The contract is structured as an annual agreement with four options to renew, providing potential long-term opportunity for the selected vendor. Although specific budget ranges are not detailed in the provided documents, the scale of the procurement (approximately 320 sets annually) suggests a significant contract value. Vendors must be prepared to meet stringent technical specifications and undergo a comprehensive evaluation process that goes beyond traditional price-based selection, emphasizing performance, quality, and compatibility with the county's fire and emergency services needs.
