About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Maintenance is soliciting bids for right-of-way mowing and trimming services in McCreary County within District 8 through a Request for Bid (RFB). The procurement encompasses mowing and trimming services covering approximately 486 acres across nine roadways, including US 27, KY 92, KY 896, KY 927, KY 1609, KY 2792, KY 3254, KY 3255, and KY 3256, with three full mowing cycles beginning in late May 2022 at a maintained height of 6-10 inches, along with traffic control services for three occurrences. All bidders must possess current prequalification certificates for Right of Way Mowing (I-29) and Traffic Control (I-37) according to Kentucky Department of Highways regulations, and successful bidders must maintain contractor's general liability insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance. Pricing shall be submitted on a per-acre basis for mowing and per-occurrence basis for traffic control, with all prices firm for the contract period except subject to fuel price adjustments when diesel costs fluctuate more than five percent. Written questions must be submitted by March 21, 2022, at 3:30 p.m. Eastern Time, with the Commonwealth responding by March 22, 2022, at 7:00 p.m., and bids are due electronically only through the Kentucky eProcurement system by March 29, 2022, at 1:30 p.m. Eastern Time, with a tentative award date of April 1, 2022. The initial contract period runs from award through December 31, 2022, with the option to extend for four additional one-year renewal periods at the written approval of both the vendor and the Division of Purchases, and site inspections are strongly encouraged although no bidders' conference is scheduled.
This contract is subject to reciprocal preference for Kentucky resident bidders and may qualify for preferences for certified minority-owned businesses or the Department of Corrections Division of Prison Industries. Neither bid nor performance bonds are required for this procurement. All vendors must be registered in the Kentucky Vendor Self Service System prior to submission and must complete the Annual Affidavit certifying compliance with Kentucky campaign finance laws, state tax obligations, and other statutory requirements. The contract includes penalties for failure to begin work on schedule ($1,000 per day), incomplete work ($1,000 per day), equipment damage ($500 per sign damaged), mailbox replacement failures ($250 per occurrence), and various traffic control violations ($250-$500 per occurrence). No price increases are permitted during the first twelve months, with only one increase allowed thereafter based on industry-wide changes and justification. The specific award value or budget range for this master agreement contract was not disclosed in the solicitation documents.
