About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is seeking a contractor to provide right-of-way mowing and trimming services on Routes KY 90 and KY 61 in District 8 (Somerset area), located in McCracken County. This Request for Bid (RFB) procures comprehensive roadside maintenance services covering approximately 1,500 acres across multiple mowing locations, requiring three complete mowing cycles annually beginning in late May 2023, with vegetation cut to heights of 6-10 inches. Deliverables include mowing services using approved equipment such as batwing mowers, trimming around roadside obstacles including bridge embankments and delineator posts, and provision of traffic control services during work execution. Bidders must be prequalified through the Department's Certificate of Eligibility process for work items I-29 (Right of Way Mowing) and I-37 (Traffic Control) prior to the bid closing date of February 24, 2023 at 1:30 p.m. Eastern Time. The contract award will be determined using a best-value ranking approach based solely on price, with the lowest responsive bidder receiving the maximum 100 points. Interested parties must submit questions in writing by February 21, 2023 at 12:00 p.m., and site visits are encouraged. The initial contract period runs from award through December 31, 2023, with optional renewal for four additional one-year periods, and the tentative award date is March 1, 2023.

Contractors must maintain General Liability Insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with an ACORD Certificate required within ten days of intent to award. Kentucky resident bidders receive reciprocal preference in evaluation, while qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with disabilities receive additional preference points. The successful contractor will be subject to fuel price adjustments when diesel costs fluctuate more than five percent from the January baseline price. Performance penalties apply, including $1,000 per day for failure to begin work as scheduled or failure to complete within specified timeframes, $500 per occurrence for safety violations or improper equipment use, and $250 per occurrence for traffic control violations or equipment damage. No bid bond or performance bond is required. All bidders must complete the Annual Affidavit for Bidders, Offerors and Contractors pursuant to Kentucky Revised Statutes 45A.110 and 45A.115, attesting under penalty of perjury that they have not violated campaign finance laws. All submissions must be made electronically through the Kentucky eProcurement system (Kentucky Vendor Self Service platform at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService).
