About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for a master agreement contract to provide right-of-way mowing and trimming services in Breckinridge County within District 4. The procurement encompasses three line items: right-of-way mowing and trimming services covering 2,952 acres, maintenance and control of traffic for three events, and embankment dam mowing covering 3.60 acres. The scope of work requires three full mowing cycles beginning in late May 2023, with mowing height specifications of 6-10 inches and trimming and litter removal performed as specified in the work location sheets. Bidders must be prequalified with a Certificate of Eligibility for work item I-29 (Right of Way Mowing) and I-37 (Traffic Control) prior to the bid closing deadline of January 31, 2023, at 1:30 PM Eastern Time. The initial contract period runs from award through December 31, 2023, with four optional one-year renewal periods available. Site visits are encouraged for interested bidders. Pricing is the sole evaluation criterion, with the lowest-price bidder receiving the maximum 100 points and other bidders scored proportionally, and the tentative award date is February 6, 2023.
The Commonwealth will consider Kentucky resident bidders and qualified bidders—including Kentucky Correctional Industries and certain nonprofit organizations serving disabled individuals—as eligible for reciprocal preferences of up to 20 percent of maximum points. The successful bidder must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with certificates provided within ten days of intent to award. Daily work penalties of $1,000 apply for failure to begin work on the specified date or complete work within required timeframes, and additional penalties ranging from $250 to $500 apply for specific performance failures such as improper traffic control, equipment damage, or safety violations. The Commonwealth will adjust contractor compensation when diesel fuel prices increase or decrease more than five percent from the January 1 baseline price, calculated using a formula provided in the solicitation. All bids must be submitted exclusively through the Kentucky eProcurement system, with emailed and hard-copy bids not accepted. All bids must remain valid for a minimum of 90 calendar days after the bid closing date.
