About this opportunity
The Town of Berlin Water Control Commission is requesting proposals for labor and equipment to perform routine repairs, emergency repairs, and minor construction on municipal water and sewer systems during 2027 and 2028, with proposals due September 30, 2026 at 10:00 a.m. through the OpenGov Procurement portal.
Contractors must hold a Connecticut P-7 license and demonstrate experience performing similar services for similarly sized Connecticut municipalities within the past three years. Emergency response capability is mandatory: contractor presence within 90 minutes of notification and full deployment within two hours. Qualified superintendents and primary equipment maintained in ready condition are required.
The scope encompasses labor and equipment provision across routine repairs, minor construction, and emergency repairs. Pricing is structured through line-item unit costs for superintendent, labor, and equipment with operators (backhoes, loaders, trucks, compressors, pumps); materials such as asphalt and fill are reimbursed separately without vendor markups. A four-hour minimum applies to labor and equipment billing.
The contract term is two years commencing January 1, 2027. The Town reserves contractual rights for cancellation. Proposals must include a statement of qualifications, relevant project experience from the past three years, three references, a copy of the P-7 license, proof of required insurance (Worker's Compensation at statutory limits, General Liability at $1 million, Professional Liability at $1 million, Umbrella coverage at $1 million), and a W-9 form. Award decisions will consider experience with similar municipalities, RFP compliance, reference quality, and fee competitiveness; the Town reserves the right to negotiate fees with the selected proposer. Questions are due September 23, 2026. Site visits are not explicitly required but are recommended for proposer familiarization with conditions.
