About this opportunity

California Department of Transportation (Caltrans) is soliciting price quotes for routine and non-routine HVAC services at maintenance stations in Monterey, San Benito, and Santa Cruz Counties under IFPQ 05A2963, with quotes due July 13, 2026 at 2:00 p.m. Pacific Time. This is a set-aside restricted to certified Small Businesses (SB), Microbusinesses (MB), Small Businesses for public works (SB-PW), or Disabled Veteran Business Enterprises (DVBE); no subcontracting is permitted.

The scope covers furnishing all labor, equipment, vehicles, tools, materials, parts, permits, supplies, travel, and legal disposal or recycling of waste required to maintain, repair, restore, and replace HVAC systems. The tiered pricing model includes fifty units of HVAC Technician Journeyman services for routine maintenance, fifty hours for non-routine work, two annual non-routine service allowances, two replacement unit installations, and twenty hours of unforeseen labor. A sixth line item reimburses actual parts, materials, supplies, fees, and permits up to 10 percent of the subtotal based on receipts. The contractor must respond to routine service requests within five business days and to non-routine emergency calls within 24 hours, completing non-routine work within 48 hours. The contractor must maintain a primary business location within one of the three counties or within 60 miles of a maintenance station.

The total bid amount must not exceed $484,000; bids exceeding this threshold face automatic rejection. Prevailing wage requirements apply if the total bid exceeds $15,000; if the bid is under $15,000, prevailing wage provisions will be removed prior to award. The anticipated contract term runs July 31, 2026 through July 30, 2028, with an estimated award date of July 27, 2026.

Bidders must possess a valid California Contractors State License Board C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor License, current Department of Industrial Relations registration, and current DGS certification as SB/MB/SB-PW or DVBE at quote submission. Questions are due July 2, 2026 at 3:00 p.m. Pacific Time. Caltrans requires a minimum of two price quotes before making an award.
