About this opportunity

St. Johns County School District is requesting qualifications for roofing contractors to prequalify for roof replacement at 40 Orange Street, the district's administrative headquarters in St. Augustine, with responses due October 8, 2026 at 1:30 p.m. EDT and questions due September 29. The district intends to select all qualified contractors meeting prequalification criteria to bid on the project; final selection will be made by the St. Johns County School Board.

The scope involves replacement of a 100+ year-old barrel tile roof on a three-story historic building constructed in 1909/1910. Work includes salvaging and reinstalling approximately 9,020 square feet of existing clay tile, sourcing and installing approximately 5,215 square feet of replacement tile from the original manufacturer (Ludowici), installing new plywood sheathing and underlayment, installing approximately 610 square feet of modified bitumen roofing on low-slope areas, replacing damaged wood framing, installing copper and stainless steel flashings, and painting exposed wood framing and soffits. Eighty percent of work must be performed by the contractor's own workforce.

Qualification requirements include current Florida licensure and insurance, completion or commitment to complete Ludowici FIT contractor training, and demonstrated experience with clay barrel tile salvage and installation on historic structures 50+ years old. Applicants must provide four references for clay tile installation projects completed within the past five years on projects of 6,500 square feet or larger, with at least one involving salvage and reinstallation on a 50+ year-old building, at least three performed in Florida under the Florida Building Code, and at least two using copper and lead flashings. Contractors must provide written verification of custom copper metal fabrication capability and demonstrated experience with hybrid roof systems combining steep-slope and low-slope roofing. Litigation history for the previous five years must be disclosed.

Responses are evaluated on a 100-point scale: letter of interest (25 points), related experience (65 points), location rating (5 points), and local/school project experience (5 points). Standard federal and state certifications, debarment certification, public entity crimes sworn statement, drug-free workplace certification, and E-Verify compliance documentation must accompany the submission. Responses must be submitted in sealed envelopes containing one signed original, one copy, and a thumb drive in PDF format to the Office of Facilities & Operations, 3740 International Golf Parkway, Suite 200, St. Augustine, FL 32092.
