About this opportunity
The Town of Groton, Connecticut is soliciting sealed bids for roof replacement at the Groton Police Station under Contract #27-09, with a non-mandatory pre-bid meeting on November 18, 2026 and bids due December 10, 2026 at 2:00 p.m. The Town applies a Local Vendor Preference allowing qualified vendors with a principal place of business in Groton, and bidding within 5% of the lowest bid, to match the low bid and be awarded the contract.
The scope covers removal of existing gravel and compromised roof system components, replacement in kind with a Go Over modified bituminous roof assembly, and raising rooftop mechanical units as required. Construction is expected to begin in spring 2027 with a 180 calendar-day duration from notice to proceed. Contractors must comply with Connecticut prevailing wage requirements under Section 31-53 of State Statutes and submit weekly certified payrolls. All personnel must pass background checks and receive security identification badges. Insurance requires General Liability limits of $1,000,000 per occurrence and $3,000,000 aggregate, naming the Town as additional insured on a primary and non-contributory basis.
Bid security equals 10% of the total bid amount where the bid exceeds $50,000, provided as a certified check or a bid bond from a Connecticut-licensed surety listed on the U.S. Treasury "T" List and rated A- or better by A.M. Best. A Performance Bond equal to 100% of the Contract Sum is required above $50,000, and a Payment Bond equal to 100% of the Contract Sum is required above $100,000. Non-resident contractors must post a guarantee bond with the State of Connecticut Department of Revenue Services equal to 5% of the total contract price. The Town retains 5% of the final contract price for up to six months after final project acceptance, and liquidated damages of $200 per consecutive calendar day apply to delays beyond the completion date. The contractor obtains all construction and building permits, with Town fees waived, and pays State Education and Training Fees. The Town reserves the right to reject any or all bids and to award to the lowest responsible bidder. Bids are opened publicly at Town Hall Annex, 134 Groton Long Point Road, Groton, Connecticut immediately after the December 10 deadline.
