About this opportunity

The Town of Burlington, Massachusetts is requesting sealed bids for roof maintenance, repairs, emergency work, and gutter services on town buildings and sheds under Contract 27-491-45, with bids due September 2, 2026 at 10:00 a.m. and a mandatory pre-bid walk-through on August 19, 2026 at 9:00 a.m. Only roofing contractors attending the mandatory site walk are eligible to bid; subcontractors are not permitted.

The scope encompasses annual preventative maintenance inspections at 22 town locations, as-needed and emergency repair services, and gutter work. The contract term is indefinite with annual inspection and preventative maintenance cycles performed in late fall during regular business hours (Monday–Friday, 7:00 a.m. to 4:30 p.m.). Emergency response is required within 24 hours. Bidders must demonstrate a minimum of five years' experience with five successfully completed similar-scope projects and provide contractor references. All employees must hold OSHA 10-hour certification.

Massachusetts prevailing wage applies to all work classifications under the Department of Labor Standards wage schedule issued August 7, 2026, with hourly rates ranging from approximately $37.53 to $127.62 depending on classification, and weekly payroll reporting required. Bid pricing includes separate line items for annual preventative maintenance costs per building location and as-needed or emergency repair rates (hourly rates for regular hours, after-hours, Saturday, and Sunday work, plus a 10 percent markup on materials estimated at $5,000).

Bid security consists of 5 percent of the contract amount if exceeding $50,000, and a 50 percent payment bond if exceeding $25,000. Award will be made to the lowest responsible and eligible bidder. The successful contractor must execute the formal agreement within ten days of notice of award. Liquidated damages are $1,000 per calendar day for failure to meet the contract completion date. Bid documents are available beginning August 12, 2026 at burlington.org/Bids.aspx. Questions should be directed to Rachel Leonardo, Chief Procurement Officer, at rleonardo@burlington.org.
