About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Transportation Cabinet (KYTC) Office of Highway Safety, is issuing Request for Bid (RFB) 758 2300000719 for the procurement of two rollover simulators classified as trucks/training simulators under commodity code 07235. The solicitation, posted on April 26, 2023, seeks small SUV rollover simulators mounted on trailers designed to demonstrate vehicle safety principles through crash simulation. Each simulator must include a 4-door white SUV cab with lockable storage, a hydraulic system powered by 110-volt 22-amp electrical service with a 40-foot cord, a 22-foot by 83-inch black trailer with tandem 3,000-pound axles and electric brakes, 25-foot umbilical cords for presenter operation, four crash dummies (two adult and two child-sized), and specific frame construction, suspension, lighting, and tire specifications with an overall height of 8 feet 3 inches. Vendors must bid all line items to be considered responsive and submit pricing on an F.O.B. Destination Freight Prepaid and Allowed basis with all delivery costs included. Written questions are due by May 1, 2023 at 10:00 AM ET, with bid responses due by May 8, 2023 at 1:30 PM ET; bid reading will occur via conference call on May 8, 2023 at 3:30 PM ET. Proposals must remain valid for a minimum of 60 calendar days after the bid due date. The award will be determined using a Best Value approach with 90 points allocated to price (lowest bidder receives maximum points) and 10 points for delivery time in working days.
Kentucky resident bidders receive reciprocal preference equal to preferences given by the nonresident bidder's state of residence, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities receive preference equal to 15 to 20 percent of maximum points. All vendors must be registered in the Commonwealth eProcurement System and submit bids electronically; paper bids are non-responsive. Required submittals include Revenue Form 10A100 (Kentucky Tax Registration), certificates of authority for foreign entities, required affidavits for resident bidder or qualified bidder status claims, and EEO forms if applicable. Resident bidder status requires attestation that the bidding entity is authorized to transact business in Kentucky, has filed corporate income taxes for one year prior to contract advertisement, has made unemployment insurance fund payments, and has maintained an active workers' compensation policy. No incumbent vendors or budget amount is specified in the solicitation documents. The Commonwealth reserves the right to cancel the RFB if all responses exceed available funding. For additional information, prospective vendors should contact Debbie Mathews at 502-564-8649.
