About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Transportation Cabinet (KYTC) Office of Highway Safety, issued Request for Bid (RFB) 758 2300000538-1 soliciting competitive bids for two rollover simulators to be delivered to 200 Mero Street, 6th Floor, Frankfort, Kentucky. The simulators must be small SUV-based rollover simulators mounted on trailers and include a 4-door white SUV cab, tandem 3,000-pound axles with electric brakes, 22-foot length by 83-inch width trailer frame construction, 110-volt electrical power capability, hydraulic equipment, and two adult-sized and two child-sized crash dummies. Vendors' written questions were due February 21, 2023, at 12:00 PM ET, and bid responses were due February 28, 2023, at 1:30 PM ET through the Commonwealth's electronic eProcurement system. Simulators must be delivered within 120 calendar days after receipt of order, and all pricing must be submitted as F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise and sales taxes. Award will be determined using a Best Value ranking approach allocating 90 points to price and 10 points to delivery performance, with the lowest-priced compliant bidder receiving maximum points and other bids scored proportionally. Bid prices must include warranty coverage on all simulators, pumps, controls, and all delivery costs, with prices remaining valid for a minimum of 60 calendar days.
Kentucky resident bidders receive reciprocal preference equal to preferences given by the nonresident bidder's home state, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with severe disabilities receive preferential scoring. All vendors must register in the Commonwealth eProcurement System prior to submission, submit required tax registration and affidavit documentation, and comply with all applicable Kentucky statutes and regulations including nondiscrimination provisions, worker protection laws, and ethics requirements. Vendors must attest under penalty of perjury that they have not knowingly violated Kentucky's campaign finance laws and that contract award will not violate any campaign finance provisions, with affidavits binding for one year from execution and must be notarized. No paper bids are accepted, and any exceptions to specifications must be clearly identified with supporting descriptive literature for equality determination. This contract is awarded as a group award with all line items required for responsive bidding and will be used exclusively by the Kentucky Transportation Cabinet. No specific contract award value or budget range was disclosed in the solicitation documents.
