About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB 605 2500000506) to award a master agreement contract for the design, fabrication, and delivery of prefabricated rolled girder bridges on behalf of KYTC District 1. The solicitation encompasses twenty line items offering bridges in lengths of 40, 50, 60, 70, and 80 feet, constructed with either weathering steel or galvanized steel, each available with TL-1 or TL-2 design-rated rail systems. All bridges shall be 24 feet wide between guardrails and include stay-in-place forms with an 8-inch concrete wearing surface to be completed by others. Bidders must provide comprehensive design services with shop drawings submitted for KYTC approval prior to fabrication, comply with AASHTO LRFD Bridge Specifications and Kentucky HL93 live load design standards, and employ a registered professional engineer licensed in Kentucky to sign and seal all designs. Delivery must occur within 180 calendar days of receiving a delivery order with a 1% daily penalty for late delivery, and a 10-year warranty on hot dip galvanized steel is required. The written question deadline was March 11, 2025, at 4:00 PM, with Commonwealth responses due March 12, 2025. Bids must be submitted electronically through the Kentucky Vendor Self Service system at https://vss.ky.gov by March 26, 2025, at 1:30 PM Eastern Time, with a tentative award date of March 24, 2025. The initial contract period begins upon award and expires March 31, 2026, with four optional one-year renewal periods available.
The procurement is restricted to vendors serving KYTC District 1's twelve-county service area (Ballard, Calloway, Carlisle, Crittenden, Fulton, Graves, Hickman, Livingston, Lyon, McCracken, Marshall, and Trigg). Reciprocal preference for Kentucky resident bidders applies under KRS 45A.494, with qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receiving additional preference points of up to 15% of maximum points, or 20% for Kentucky Correctional Industries. All bidders must submit a Required Affidavit confirming compliance with Kentucky campaign finance laws and, if claiming resident bidder status, compliance with residency requirements including filing Kentucky corporate income taxes, maintaining unemployment insurance fund payments, and holding a workers' compensation policy. Evaluation is conducted using a Best Value-Ranking Approach with price as the sole measurable criterion worth 100 points, with the lowest-priced conforming bid receiving maximum points and other bids scored proportionally. All pricing is F.O.B. Destination Freight Prepaid Allowed, with all freight and shipping charges included in unit costs. No specific budget range or award value is stated in the solicitation documents, as vendors compete on a per-unit pricing basis for individual bridge configurations.
