About this opportunity

The Kentucky Transportation Cabinet (KYTC) Division of Purchases, on behalf of District 1, is issuing a Request for Bid (RFB) for the design, fabrication, and delivery of prefabricated rolled girder bridges. The solicitation encompasses twenty line items offering bridges in four lengths (40, 50, 60, 70, and 80 feet), available in two material types (weathering steel and galvanized steel), and two rail system ratings (TL-1 and TL-2). Each bridge will measure 24 feet wide between guardrails and include stay-in-place forms with an 8-inch concrete wearing surface to be completed by others. Vendors must submit shop drawings for approval prior to fabrication and are responsible for scheduling site visits with the District 1 representative Jason Looper within seven calendar days of notification. All deliveries must be completed within 180 calendar days of receiving a Delivery Order, with one percent per day penalties assessed for late delivery. The bid submission deadline is April 11, 2025, at 1:30 p.m. Eastern Time through the Kentucky eProcurement system, with a tentative award date of April 21, 2025. Award determination will utilize a best value approach based solely on price, with the lowest-priced conforming bid receiving maximum points. The initial contract period runs from the award date through March 31, 2026, with four optional one-year renewal periods available.

The Commonwealth reserves the right to apply Kentucky resident bidder preferences and qualified bidder preferences as defined in KRS 45A.490-494 and 200 KAR 5:410. All vendors must be registered with the Kentucky Secretary of State if they are foreign entities and must comply with campaign finance laws, tax and employment laws, and non-discrimination requirements. Pricing shall be submitted as F.O.B. Destination Freight Prepaid and Allowed, with all freight charges included in unit costs. Steel components must conform to ASTM A123 standards, and design must comply with current AASHTO LRFD Bridge Specifications and Kentucky HL93 Live Load Design standards, with a registered professional engineer certifying all design work. Vendors must supply a 10-year warranty on hot-dipped galvanized steel beginning from the delivery date. Price increases are not permitted during the first twelve months and must be justified thereafter by documented industry-wide cost changes. The specific budget range or award value is not disclosed in the solicitation materials.
