About this opportunity
The California Military Department (CMD) has issued an Invitation for Bid (IFB) for a Roll-Up Door & Door Operator Replacement project located at the San Francisco Motor Vehicle Storage Building at 100 Armory Drive, San Francisco. The procurement involves replacing four commercial duty vinyl sectional overhead doors and roll-up door operators, which includes removing existing doors and operators, installing new steel roll-up doors with gray finish, connecting new doors to operators, and installing safety features. Prime contractors must possess a D-28 - Doors, Gates and Activating Devices license or subcontract to a licensed entity. The project covers jurisdictions including San Francisco County, San Francisco City, San Mateo City, San Mateo County, and Alameda County. Key procurement dates include a Q&A end date of 8/18/2025 at 4:00 PM, with all questions submitted to Robert.Hawkins@cmd.ca.gov, and a bid opening scheduled for 9/3/2025 at 2:00 PM. Site visits are available by appointment with SSG Brandy Llamas or Captain Garrett Sawtelle, and contractors are responsible for accurately measuring the work area and accounting for potential market cost fluctuations.
The contract includes specific requirements for Disabled Veteran Business Enterprise (DVBE) participation, mandating that prime contractors subcontract at least 5% of work to DVBEs unless they are a certified DVBE themselves. Small businesses and DVBEs may receive bid preferences of 5% each, with potential for a 10% preference for firms certified as both. The procurement incorporates the Buy Clean California Act, requiring contractors to submit Environmental Product Declarations (EPDs) for eligible materials such as structural steel, rebar, mineral wool, and flat glass. While the total contract value is not explicitly stated, bidders must provide a comprehensive lump sum quotation covering all labor, materials, equipment, permits, and associated costs. The contract period is set at 180 calendar days from the job start meeting date, and bidders are expected to submit detailed proposals including cost breakdowns, subcontractor information, and various state-required certifications. Notably, contractors are advised that they will not have opportunities to adjust pricing after proposal submission, emphasizing the need for comprehensive and accurate initial bids.
