About this opportunity
The City of Rocky Mount is issuing a Request for Letters of Interest (RFLOI) for consultant services to develop the 2055 Metropolitan Transportation Plan (MTP) for the Rocky Mount Urban Area Metropolitan Planning Organization. This qualifications-based selection process seeks consulting firms to prepare a federally-compliant, long-range transportation plan with a minimum 20-year planning horizon that incorporates multimodal strategies to address current and future transportation demand. Consultants must be pre-qualified under NCDOT Task Code #261 (Long Range Planning) and Task Code #141 (Multimodal Transportation Planning), and must comply with North Carolina E-Verify requirements and applicable state and local ordinances. The project scope encompasses five primary tasks: Project Administration, Public and Stakeholder Engagement, Plan Development, Plan Documentation and Production, and MTP Checklist completion, with optional tasks including Congestion Management Process development and Air Quality Conformity Determination analysis. Letters of Interest are due by May 20, 2026, at 2:00 PM ET, with submissions limited to a maximum of 15 pages (excluding RS-2 forms) submitted as one original and three copies to the City of Rocky Mount. Written questions must be submitted by May 11, 2026, with City responses due by May 14, 2026. The final adoption-ready MTP is due by September 6, 2027. Evaluation criteria allocate 40 points for Past Performance and Demonstrated Experience, 30 points for Team Experience and Qualifications, and 30 points for Technical Approach.
The City encourages a minimum 10% participation goal by Historically Underutilized Businesses (HUBs) and will grant priority consideration to consultants demonstrating equal qualifications with proposed Small, Minority, Women, and Disabled Business Enterprise (SPSF) participation. Consultants failing to meet the HUB participation goal must document good faith efforts to solicit minority business participation. Pricing information is not requested during the initial LOI stage; the City will select the most qualified consultant and negotiate a fair and reasonable fee upon selection. No budget range or award value is specified in the solicitation documents. The City reserves the right to make no award, make multiple awards, make partial awards, cancel the RFLOI, or re-solicit services at its sole discretion. Inquiries should be directed to Fantashia Dickens, Purchasing Associate III, at fantashia.dickens@rockymountnc.gov or 252-972-1352.
