Five primary tasks are required: planning and engagement strategy, GHG tracking tool selection and baseline data collection, GHG Emissions Inventory Report preparation, Climate Action Plan preparation, and document publication and promotion. Respondents must submit a minimum of three current project references and two past project references.

The contract term is two years with three optional one-year renewal periods, with work anticipated to begin September 1, 2026. Professional liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate is required; commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate with the County named as additional insured must also be maintained. Proposed pricing must remain firm for 120 days after submission; price adjustments in option years are limited to the percentage increase in the applicable Consumer Price Index with 30 days' advance notice.

Evaluation uses 1,000 weighted points: demonstrated understanding of scope and ability to meet requirements (200 points), relevant experience and qualifications of the consulting team (200 points), ability to work cooperatively with other firms and government entities (100 points), originality and innovation of approach (100 points), MWBE/DBE/SDVOB participation (100 points), performance references (100 points), and cost (200 points). Written questions are due June 5, 2026 at 4:00 PM. The County reserves the right to negotiate all contract elements, reject any proposal, award in part or full, or make no award.
