About this opportunity

The City of Amarillo is requesting bids on rock crusher screenings for street maintenance under ITB 267-26 YM, with bids due October 15, 2026 at 3:00 p.m. Central Time and electronic submission through the City's Bonfire portal. A local-vendor preference under Texas Local Government Code Section 271.9051 applies: vendors whose principal place of business is within Amarillo city limits may be awarded the contract if their bid falls within 5% of the lowest bid and the City determines in writing that they offer superior value when considering contract price and economic development benefits.

The scope is 2,000 tons of rock crusher screenings (NIGP code 750-35) meeting specified sieve analysis, gradation, and contamination standards for street maintenance applications. Bidders must own and operate their own trucks for delivery within 24 hours of order placement to the City of Amarillo Service Center at 800 SE 23rd, Amarillo, Texas 79103. Pricing must be submitted per ton in F.O.B. destination format; the City is tax-exempt and excludes federal excise and state taxes from all bids. Site inspections are required. Late delivery incurs a $50 per vehicle per day fee unless prior written approval is obtained.

The contract term is one year with four optional one-year renewals, contingent upon annual performance evaluation. Either party may terminate with 90 days' written notice. Bidders must maintain Commercial General Liability coverage ($1 million per occurrence / $1 million aggregate), Automobile Liability ($1 million combined single limit), and Workers' Compensation insurance ($1 million per occurrence / $1 million aggregate), naming the City as Additional Insured.

Vendors ineligible if they appear on the City's Excluded Parties List (debarred for contract non-compliance or conflict of interest), have insurance compliance issues, or carry delinquent indebtedness to the City. Bidders must certify suspension and debarment status, compliance with Texas boycott and non-discrimination statutes, and reviewed insurance requirements. The contract will be made available to all governmental entities through cooperative purchasing.
