About this opportunity

The City of DeBary, Florida is seeking a contractor for the Rob Sullivan Park Turf Sprigging Project, located in Volusia County, which involves comprehensive turf renovation of 4.5 acres. The project requires sprigging with Certified Celebration Bermuda grass at a minimum rate of 800 bushels per acre, with strict specifications for sprig quality, including lengths between 3-5 inches containing numerous nodes. The successful contractor will be responsible for coordinating installation with the Parks Superintendent, establishing a precise timeline for sprigging that minimizes exposure to adverse weather conditions, and ensuring all areas are double-planted with sprigs rolled so approximately one-third remains above the surface. Critical requirements include delivering and planting sprigs within 24 hours of harvest, watering sprigs within 30 minutes of planting, and providing a comprehensive grow-in and establishment program with a warranty for successful sprig establishment. The proposal was posted on January 8, 2026, with a due date of April 6, 2015, and the City reserves the right to monitor harvesting, delivery, and planting operations throughout the project.

While specific set-aside designations are not explicitly detailed, the contract includes standard requirements for performance and payment bonds in accordance with Florida Statutes Section 255.05, and mandates specific insurance coverage including workers' compensation, commercial general liability, and automobile liability with defined minimum limits. The project is partially funded by Volusia County ECHO funds, suggesting potential preference for local contractors. The contract includes a two-year post-acceptance warranty period during which the contractor must repair, correct, replace, or restore any defective work at no cost to the City within 30 days of written request. Although the specific contract price is not disclosed in the provided documentation, the comprehensive technical specifications and warranty requirements suggest a potentially significant project investment. The contractor will be responsible for obtaining all necessary permits, coordinating with utilities and other contractors, and maintaining dust and waste control in compliance with County and City ordinances.

Opportunity text

This project consists of sprigging 4.5 acres with Certified Celebration Bermuda at a minimum rate of 800 bushels / acre. Tags must be provided prior to installation. The bushels are to be per USDA units of measure. All sprigs are to be from 3 to 5 inches long and contain numerous nodes. The seedbed areas will be laser graded and prepared (outside the scope of this project) prior to planting of sprigs. All soil amendments will be made by City staff prior to planting and upon request; soil sample results will be provided. The awarded contractor will be responsible for coordinating with the Parks Superintendent installation of all sprigs. A definitive timeline will need to be established so that the seedbed areas aren't exposed to significant rainfall and windy days that may affect the finish grade of the site. All sprigs are to be delivered and planted within 24 hours of harvest. The City reserves the right to be present during the harvesting stage and accompany delivery to the job-site and monitor planting. If planting is delayed for some reason, the sprigs are to be stored in the shade or covered and periodically turn them in order to try to keep the temperature in the pile from getting so warm that the sprigs will die. All areas to be sprigged are to be double planted to ensure adequate coverage. Sprigs are to be watered within 30 minutes of planting. To insure this, the awarded contractor should evaluate irrigation zone coverages with a representative of the City prior to installation. Immediately after planting, all sprigs should be rolled with 1/3 of the sprig remaining above the surface. Contractor is to supply the City with a grow-in / establishment program that will promote proper growth and healthy turf. The contractor will also provide the City a warranty for successful establishment of the sprigs. See liquidated damages of the contract.
