About this opportunity
The Rob Sullivan Park Laser Grading Project is a construction procurement by the City of DeBary in Volusia County, Florida, focusing on comprehensive laser grading services for a community park. The project requires a contractor to perform rough grading, rough laser grading, and finish laser grading of approximately 196,020 square feet across two separate north-south oriented fields. Key deliverables include precise elevation modifications with specific grade tolerances: rough grade within ±1/10 foot, subgrade laser leveling within ±1/2 inch, and finish grade within ±1/8 inch. The contractor must conduct initial laser surveys of existing elevations, grid them on a city-provided site plan, and ensure proper slope configurations with 1% grades and appropriate stormwater runoff. The project's due date is April 6, 2015, with the contractor responsible for site access, damage mitigation, and coordination with a subsequent sprigging contractor scheduled within 24 hours of final grading completion.
The procurement does not specify explicit set-aside designations or restrictions on responding organizations. Contractors must demonstrate comprehensive capabilities, including obtaining performance and payment bonds and providing extensive insurance coverage, including workers' compensation, commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). The project is partially funded by Volusia County ECHO funds, with potential for an additional $1,000,000 umbrella liability policy. Financial terms include progress payments calculated at 90% of completed work with 10% retainage, and liquidated damages of $500 per calendar day for project delays. The contractor will be subject to a two-year post-acceptance warranty period and must comply with Florida prevailing wage requirements, E-Verify employment verification, and background check regulations. While specific budget ranges are not explicitly detailed, the comprehensive insurance and bonding requirements suggest a significant project investment.
Opportunity text
This project consists of rough grading, rough laser grading and finish laser grading approximately 196,020 sq. ft. of work area in Rob Sullivan Park in preparation for sprigging (by others). Direct access to the site will be provided by the City but all turf and site damages will be the sole responsibility of the contractor. Prior to bidding, it is each contractor's responsibility to evaluate the site and become familiar with the volume of dirt that needs to be moved during the rough grade process to achieve the 1% grade on both fields and tying the common areas together. The far west field will need significant dirt moved to accomplish the required grade. The awarded contractor will be required to laser survey existing elevations and grid them on a site plan provided by the City prior to starting the rough grade process. Both fields are to be constructed adjacent one another but separate from the other running north to south.
