About this opportunity

Maryland Department of Transportation State Highway Administration (MDOT SHA) Centreville Maintenance Facility is requesting bids for roadway milling services in Queen Anne's County, with bids due June 5, 2026 at 2:00 PM via the eMaryland Marketplace Advantage (eMMA) system. Questions are due June 4, 2026 at 2:00 PM. No pre-bid conference is scheduled, though site visits may be arranged through the procurement officer.

The scope requires a contractor to own and operate a front-loading milling machine capable of milling existing pavement to a minimum depth of 2 inches with a 6.5-foot single pass. The contractor must provide the operator, fuel, maintenance, and all repairs and insurance; transport the machine to job sites via trailer; and respond to routine scheduled work requests within five working days and to emergency calls as quickly as possible. Work is performed as needed on state highways within Queen Anne's County, Monday through Friday, 6:30 A.M. to 3:00 P.M., excluding state observed holidays. Subcontracting is not permitted.

Compensation is hourly machine time at the job site, with a minimum payment of 8 hours per day per callout to cover mobilization, regardless of actual hours worked. All costs — fuel, oil, lubricants, maintenance, repairs, insurance, taxes, labor, and overhead — are included in the hourly rate. The State provides maintenance of traffic, lane closure permits, traffic control, cleanup, and material removal.

The contract term is two calendar years from June 1, 2026 through June 1, 2028. Minimum qualifications require ownership of a milling machine, an established company with employees, and no subcontracting. Required insurance includes workers' compensation of $1,000,000 minimum per occurrence, automobile/commercial truck insurance meeting Maryland requirements, and commercial general liability of $1,000,000 per occurrence / $3,000,000 aggregate. No MBE or DBE subcontracting goals apply. Bids are irrevocable for 90 days following the bid due date or until any protest is resolved.
