About this opportunity
Wisconsin Department of Transportation is soliciting bids on roadside clearing, asphaltic milling, culvert pipe installation, base aggregate, asphalt pavement, pavement marking, and restoration work on State Trunk Highway 13 between Medford and Prentice in Vernon County, with proposals due October 13, 2026.
The scope includes temporary lane shift during culvert work, Hot Mix Asphalt (HMA) testing (test strip volumetrics and density testing), and pavement marking. Contractors must comply with traffic control procedures, closure notification requirements (three calendar days for shoulder closures; three business days for lane and ramp closures), holiday and special event work restrictions prohibiting work during Memorial Day, Independence Day, and Labor Day in 2027, and utility coordination with Bug Tussel Wireless, Frontier Communications, Xcel Energy, and other service providers. The project is subject to U.S. Army Corps of Engineers Section 404 permit requirements and Wisconsin WPDES Transportation Construction General Permit considerations. Contractors must implement aquatic exotic species control procedures and equipment decontamination protocols to prevent invasive species transmission.
HMA pavement compensation is calculated at $65 per ton, adjusted by a Percent Within Limits (PWL) payment factor based on air void and density performance. Contractors with PWL values greater than 90 receive payment factors of ((PWL − 90) × 0.4) + 100; those with PWL between 50 and 90 receive ((PWL × 0.5) + 55). The contract includes administrative penalties of $2,000 for delayed test strips and $2,000 for each additional required test strip beyond the initial submission. Temporary roadway work is payable as a single unit per acceptably completed temporary lane shift. Land disturbance of 0.30 acres is currently below the one-acre threshold triggering permit coverage, though environmental compliance remains mandatory.
