About this opportunity

The Orange County Transportation Authority is requesting bids on roads, parking lots, and signage improvements at Naval Weapons Station Seal Beach in Orange County, California under IFB, with bids due November 16, 2026 at 11:00 AM and a mandatory site walk on October 22 at 10:00 AM. Bidders must hold a valid California C12 (Earthwork and Paving) or C32 (Parking & Highway Improvements) contractor license and be registered with the California Department of Industrial Relations for public works — core eligibility filters.

The scope encompasses roadway surface restoration and pavement markings (centerlines, crosswalks, stop bars, directional markings, and curb marking cleaning), parking lot rehabilitation with new striping and accessible parking space installation, and traffic and regulatory signage removal and replacement in compliance with California Manual on Unified Traffic Control Devices standards. Work includes crack sealing, temporary wheel stop removal, and signage installation on compliant breakaway posts. The site walk at 800 Seal Beach Boulevard requires prior security clearance from the Navy.

The engineer's estimate is $1.111 million. Prevailing wage requirements apply under California Labor Code Division 2, Part 7, Chapter 1, based on the first advertisement date. The contractor must perform a minimum of 10 percent of work with its own forces and must list all subcontractors performing work exceeding one-half of one percent of the total bid. Bid security of 10 percent of the bid amount is required; upon award, performance and payment bonds each equal to 100 percent of the contract amount are due within ten calendar days. Liquidated damages are $2,800 per calendar day of delay. Progress payments are made monthly at 95 percent, with 5 percent retained; final payment is due 35 days after Notice of Completion filing.

The pre-bid conference is October 8, 2026 at 9:00 AM with teleconference availability. Questions are due October 26 at 5:00 PM. Award is contingent on receipt of adequate federal, state, and local funding and will be made to the lowest responsive and responsible bidder. Bids are submitted through the Authority's OpenGov Procurement portal.
