About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking bids for a comprehensive Road Weather Information Systems (RWIS) contract to restore and maintain weather monitoring infrastructure across the state. The procurement involves furnishing and installing RWIS equipment for 28 non-functioning sites outside the St. Louis District and making necessary modifications/repairs to 12 existing sites within the St. Louis District. The successful vendor will provide a cloud-based or hosted software system capable of supporting 300+ concurrent users, collecting data from all RWIS stations every 10 minutes, and offering real-time monitoring of pavement conditions, temperatures, precipitation, wind conditions, and other weather data. Bidders must have been in business providing this specific technology for at least five years and offer 24/7/365 support with 30-minute response times for critical issues. The bid period runs from July 25, 2024, to August 19, 2024, at 2:00 PM CDT, with all work required to be completed by December 15, 2024, for winter operations. The contract will be for one year with up to four one-year renewal options, and vendors must contact the buyer of record five business days before bid closing if submitting a hard copy bid.
MoDOT encourages 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation through subcontractors, suppliers, joint ventures, or other arrangements. The department will provide wireless services and SIM cards for the RWIS stations, expecting the vendor to configure modems with public-facing IP addresses. While no specific set-aside designations are mentioned, the solicitation requires vendors to maintain significant insurance coverage, including $600,000 per person/$4,000,000 per occurrence for general and auto liability, plus workers' compensation coverage. The vendor must provide a one-year warranty on all new equipment and installation work, with pricing to remain valid for 90 days from bid opening. Though a specific contract value is not disclosed, the comprehensive nature of the project—involving equipment installation, software development, maintenance, and support for 40 weather monitoring sites—suggests a substantial investment in modernizing Missouri's road weather information infrastructure.
