About this opportunity

Baltimore County is soliciting proposals from qualified traffic engineering firms to perform multiple Road Safety Audits under the Safe Streets and Roads for All program, with a non-mandatory pre-proposal conference on November 5, 2026, written questions due November 12, and proposals due November 20, 2026. The procurement uses Qualification Based Selection, and the county anticipates awarding one contract.

The audits cover 16 designated roadway segments totaling approximately 72 miles across the county. The scope includes project management, background data collection, facilitated working sessions with county staff, field visits to all locations according to FHWA standards, and final reporting with individual location documents. The selected consultant must designate a project lead as the direct point of contact who has completed FHWA or NHI Highway Safety Manual training, and must submit monthly progress reports and invoices. Contractors must provide performance and payment bonds equal to the contract amount and carry general liability and automobile liability coverage of $1 million each, plus workers' compensation, with Baltimore County named as an additional insured.

The contract is an hourly rate agreement with total compensation not to exceed $4.435 million for the three-year period ending December 31, 2029. Proposals must include estimated hours per position, cost breakdowns by task and milestone, labor rates for all team members, and itemized direct expenses. Technical and price proposals are submitted separately.

Evaluation criteria, in the order listed, are organization and skills, demonstrated experience, technical qualifications, project understanding, method of approach, and cost.

The project is funded by a federal Safe Streets and Roads for All discretionary grant from the U.S. Department of Transportation. Compliance requirements include 2 CFR 200, Davis-Bacon Act provisions, Clean Air Act and Federal Water Pollution Control Act compliance, debarment and suspension requirements, and Byrd Anti-Lobbying Amendment certification for awards exceeding $100,000.
