Work is subject to the 2026 INDOT Standard Specifications effective September 1, 2025, and requires compliance with Davis-Bacon Act and prevailing wage requirements under General Decision Number IN20250001. Environmental compliance includes stormwater quality control plans, erosion and sediment control inspections, and bat avoidance and mitigation measures. Construction Engineering is bid as a lump sum item. The contractor must maintain comprehensive records for three years following project completion and coordinate with INDOT's Quality Control/Quality Assurance program for HMA sampling and testing.

The intermediate completion date is October 30, 2026, with a Certified Sustainability and Green Pavement intermediate completion date of September 30, 2027, and final completion June 30, 2028. Liquidated damages are assessed at $3,000 per day for overall completion and $1,500 per day for closure phase completions.
