About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for the procurement of road pavement and air temperature sensors on behalf of Elliott County. The solicitation seeks 50 units each of four specific sensor product lines manufactured by Precise: a Wireless Sensor with Display, Power Output and Cable (Part #ARC-WTS-DS-H1); an Air and Road Temperature Sensor, Wireless Sensor Only (Part #ARC-WTS); an Arc Wired Sensor with Display and Power/Outlet Cable (Part #ARC-TS-DS-H1-H4); and an Air and Road Temperature Sensor, Wired, SSC5100 Compatible (Part #INSP-ARC-TS-SSC5100). The sensors must be manufactured by Precise with no substitutions permitted. Evaluation will be conducted on a best value basis, with pricing weighted at 95 points and delivery time weighted at 5 points, with the lowest-priced conforming bid receiving maximum points and subsequent bids scored proportionally. Electronic bids are due February 17, 2026, at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service eProcurement system, with a deadline for written questions of February 5, 2026, at 1:30 p.m. Eastern Time. The tentative award date is February 28, 2026, and this will establish a one-year master agreement with options to renew for four additional one-year periods, with the initial contract period expiring February 28, 2027. Delivery must be specified in calendar days after receipt of a delivery order, with vendors subject to one percent daily invoice deductions for failure to meet contracted delivery dates.

Resident bidder preferences and qualified bidder status preferences apply per Kentucky statutes (KRS 45A.490-494 and 200 KAR 5:410), providing reciprocal preference advantages for Kentucky resident bidders. Pricing terms are F.O.B. Destination, Freight Prepaid and Allowed, with the vendor responsible for all shipping and freight charges. Prices must remain firm for the first twelve months; price increases thereafter require thirty days' written notice with documented justification based on industry-wide price changes and approval by the Division of Purchases. Vendors must be registered in the Commonwealth eProcurement System prior to submission, with 24 to 48 hours required for registration. All bids must be submitted electronically through the Kentucky Vendor Self Service eProcurement system, with hard copies and emailed submissions not accepted. No specific incumbent vendor or budget range is identified in the solicitation documents.
