About this opportunity
San Bernardino County Department of Public Works is requesting qualifications from road-materials suppliers to pre-qualify for delivery of aggregate, asphalt, concrete, asphalt emulsions, blast slag, crack sealant, Portland cement concrete, rip rap, volcanic cinders, dust control and dirt stabilization, and glass beads throughout San Bernardino County, with proposals due May 21, 2026 at 2:00 p.m. Pacific time. A 5% local preference applies to vendors whose main office is located within the county, who employ management and regular employees within San Bernardino County, hold valid business licensing, and carry no tax delinquency.
This is a pre-qualification RFQ for multiple awards. Proposers designate which material types and delivery regions (eight regional areas across the county labeled D-1 through D-8) they can service. Pricing is not submitted with the RFQ; instead, unit costs will be bid in subsequent Request for Bid processes when specific county projects are scheduled. All materials must meet Caltrans Standard Specifications and carry one-year material warranties (excluding soil control materials). All materials are subject to county testing and inspection.
The contract term is one year, commencing July 1, 2026 and ending June 30, 2027, contingent on Board of Supervisors approval. Contracts are awarded semi-annually; unsuccessful proposers will not be considered again for six months from the submission deadline.
Proposers must register with the California Department of Industrial Relations for prevailing wage compliance on applicable public works projects and provide proof of insurance including one million dollars in general liability and environmental liability coverage. Questions are due April 20, 2026. The county reserves the right to reject any or all proposals, terminate the RFQ process, and assess liquidated damages of five hundred dollars per day for delays beyond prescribed working days.
