About this opportunity

The City of Craig, Colorado is seeking proposals for a comprehensive Road Master Plan, focusing on assessing the condition of public roads, sidewalks, and infrastructure within the city. The project encompasses approximately 55 paved miles (120 lane miles) of roadways, excluding US Highway 40, 4th Street, and Yampa Avenue, which are maintained by the Colorado Department of Transportation. The selected consultant will be responsible for creating a detailed assessment that includes developing a grading system for road conditions, prioritizing rehabilitation methods, and integrating findings into the city's existing GIS system. Proposals are due by 2:00 PM MST on August 13, 2025, and can be submitted electronically to kcarmody@ci.craig.co.us or mailed to City Hall at 300 West Fourth Street, Craig, Colorado 81625. The evaluation criteria will be based on three primary components: Team Experience and Capabilities (35%), Project Approach (40%), and Fee Proposal (25%), with the city emphasizing a holistic selection process that goes beyond purely price-based considerations.

The procurement does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. The project is locally funded through the City of Craig's Road & Bridge Department, and the final deliverables will include estimated rehabilitation costs, implementation timelines, and potential funding sources. While no incumbent vendors are mentioned, the city reserves the right to reject any or all proposals and will require the selected consultant to work within the existing municipal infrastructure. The RFP does not explicitly state a specific budget range or award value, but the comprehensive nature of the project suggests a significant investment in road infrastructure assessment and planning. The final award will be subject to City Council approval, with the selected proposal being considered at a to-be-determined council meeting, and no proposal can be withdrawn without the city's consent for a period of 60 days after the proposal opening.
