Contractors must submit preliminary Gantt charts demonstrating ability to achieve substantial completion by September 30, 2027, and proposals lacking viable, logical schedules are deemed non-responsive and disqualified. Liquidated damages are assessed at $750 per consecutive calendar day of delay. Florida licensure is required.

The project is funded at $4.758 million, comprised of $4.414 million (92.8%) in CDBG-DR funds and $343,365 (7.2%) in non-federal funding. Evaluation criteria are: ability of professional personnel (30 points), past performance (25 points), location and ability to perform work in Apalachicola (15 points), recent/current/projected workloads (25 points), and minority/women/veteran-owned business enterprise status (5 points).
