The scope encompasses one annual fire alarm system test and one annual smoke detector sensitivity test for nine fire alarm panels, nine annunciators, and 382 smoke detectors; four quarterly and one annual sprinkler inspection for 15 wet sprinkler systems, three anti-freeze systems, and 10 backflow devices; two bi-annual hood inspections covering 7 hoods; and one annual fire hydrant flowing test for 12 hydrants. Inspections are scheduled across four trips beginning in March 2027, with subsequent visits in June, September, and December 2026.

The contract is for one year with potential renewal for four successive one-year periods. Pricing must be submitted as hourly rates for repair work; repairs and replacements are billed at contractor cost plus approved labor charges. Bidders must provide evidence of EST-3 certification, proper licensing, workers' compensation insurance (statutory), employer's liability insurance ($100,000 minimum), and commercial general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate). Contractor personnel must comply with Department of Corrections security procedures, drug screening, and background investigations (paid by contractor at $90 for partial or $50 for limited checks). The contractor must respond to emergency calls within four hours during regular business hours (8:00 a.m. to 4:30 p.m., Monday through Friday). Small business subcontracting plans are required. Bids must be sealed and submitted by mail, hand delivery, or electronic submission through eVA. The Commonwealth awards to the lowest responsive and responsible bidder and reserves the right to reject any or all bids.
