About this opportunity
The Coos Soil and Water Conservation District (Coos SWCD) is requesting bids on livestock exclusion fencing construction along the South Fork Coquille River, with bids due August 14, 2026 at 4:00 p.m. and a mandatory pre-bid site visit to be scheduled by August 3, 2026.
The scope includes approximately 3,000 linear feet of livestock exclusion fencing installation, mowing and removal of invasive blackberry and underbrush from approximately 1.5 acres of riparian area, and installation of two 12-foot access gates and one 24-foot double gate on the Brown Property within the South Fork Coquille River watershed. The contractor must furnish all labor, equipment, materials, transportation, and supervision; coordinate closely with Coos SWCD staff and participating landowners; and ensure implementation minimizes disturbance to streams, wetlands, pastureland, and existing infrastructure.
The target budget is $35,000. Work commences September 30, 2026 and must be completed by December 30, 2026. Prevailing wage requirements do not apply because the contract value is under $50,000.
Evaluation uses a 100-point scoring matrix: 40 points for total bid price, 20 points for experience with similar projects completed within the past ten years, 15 points for references, 15 points for project approach and work plan, and 10 points for project schedule and availability.
The contractor must obtain and provide evidence of commercial general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000 per occurrence), and pollution liability ($500,000 per occurrence). All work is contingent upon completion of cultural resource review and written authorization from the State Historic Preservation Office and Coquille Indian Tribe before any ground-disturbing activities begin. All on-site personnel must complete free Worker Environmental Awareness Training before project initiation. Written questions are due August 7, 2026 at 5:00 p.m. Award is anticipated August 26, 2026.
