About this opportunity

The State of Maine Division of Purchases is soliciting bids for Rights of Recipients of Mental Health Services, with bids due May 5, 2008.

The scope centers on a regulatory framework establishing rights and protections for individuals receiving mental health services in Maine, including informed consent, treatment refusal, access to medical records, protection from abuse and neglect, and participation in treatment planning. The document serves as a foundational policy instrument governing how mental health service providers must interact with and respect service-recipient autonomy.

Contract terms allow a maximum 3% cost overrun and permit the State Purchasing Director to extend the contract period beyond the initial expiration date with contractor consent, provided the total contract period does not exceed three years. Vendor past performance is a factor in contract award decisions.

Bids must be submitted to the Division of Purchases at 4th floor, 9 State House Station, Burton M. Cross Building, 111 Sewall Street, Augusta, Maine prior to the opening deadline. The state awards contracts to the lowest responsible bidder based on best value considerations including quality, conformity with specifications, delivery dates, and ultimate cost. Cash discounts for payments of 20 days or more are considered in determining the lowest bidder. The state is exempt from federal and Maine state sales and use taxes and will not pay those taxes; bidders should quote accordingly. Tie bids are resolved with preference given to in-state bidders and those offering commodities produced or manufactured in Maine. The state reserves the right to increase or decrease quantities by up to 10 percent unless otherwise stated.
