About this opportunity
The Town of Knightdale, North Carolina is soliciting Letters of Interest from qualified firms to provide on-call Construction Engineering and Inspection (CEI) services for a five-year period (Fiscal Year 2027 through 2032), with LOIs due September 21, 2026 and a question deadline of September 9, 2026. The work covers all phases of right-of-way acquisition and related services, including project management, title research, appraisals, property negotiation, conveyance document preparation, surveying, utility coordination, and eminent domain support services. The contract will utilize Cost-Plus payment structure.
Pre-qualification by the North Carolina Department of Transportation (NCDOT) under Discipline Codes 195 (Roadway Construction Engineering & Inspection) and 233 (Structures Construction Engineering & Inspection) is a mandatory filter. All performing engineers must hold active Professional Engineer licenses in North Carolina and be registered with the North Carolina Board of Examiners for Engineers and Surveyors. Small Professional Service Firm (SPSF) status receives priority consideration if firms are equal on evaluation review.
The first project is CEI and Construction Administration services for the Old Knight Road Sidewalk project, with future initiatives potentially spanning greenway, sidewalk, bicycle, and roadway construction, as well as facility and park work. Many projects will be federally funded, requiring compliance with 2 CFR Part 200 and Davis-Bacon Act provisions where applicable. The Town will award the contract to one or more firms.
Evaluation criteria are weighted as follows: firm experience (20 points), staff qualifications and experience (40 points), references (15 points), outstanding workload (15 points), and experience with federally reimbursed projects (10 points). Insurance requirements include Commercial General Liability ($5 million per occurrence), Automobile Liability ($1 million), Professional Liability ($1 million per occurrence / $2 million aggregate), and Workers' Compensation at statutory limits. Subconsultants are permitted; all firms must complete NCDOT RS-2 Subconsultant Forms. Interviews are anticipated in mid-to-late September 2026, with contract awards expected in October 2026.
