About this opportunity

The State University of New York at Oswego is seeking bids for the Riggs Hall Exterior Stairs Renovation project (Project No. 100333), a comprehensive renovation project involving site demolition, earthwork, and infrastructure improvements. The scope of work includes removing existing structures, installing reinforced concrete walls with stone veneers, constructing new stairs and railings, creating concrete sidewalks, implementing plantings and lawn seeding, and completing various related appurtenances. Bidders must submit electronic proposals via the e-builder platform by December 8, 2025, at 2:00 PM local time, with a non-mandatory walkthrough scheduled for November 17, 2025, at 10:00 AM at Riggs Hall. All contractors must be registered with the New York State Department of Labor and submit their certificate of registration with the bid. Questions must be submitted in writing to Richard Merritt (richard.merritt@oswego.edu) no later than five business days after the virtual Q&A session. The project has a strict completion timeline of 75 days after the Notice to Proceed, and bid documents can be examined electronically through the provided e-builder public bid link.

While specific set-aside designations are not explicitly detailed in the procurement notice, vendors must meet New York State Department of Labor registration requirements. The project appears to be open to qualified contractors capable of executing the comprehensive renovation work. No incumbent vendors or specific budget ranges are mentioned in the documentation. The electronic submission process through e-builder suggests a preference for technologically capable contractors who can navigate digital bidding platforms. Interested parties will need to carefully review the complete contract documents, which are available electronically, and demonstrate the technical and logistical capabilities to complete a complex campus infrastructure renovation within the specified 75-day timeline. Contractors should pay particular attention to the technical specifications for concrete work, stone veneer installation, landscaping, and site restoration components of the project.
