About this opportunity

Colorado Mountain College, a statutory local college district serving nine counties in central Colorado, is requesting proposals for renovation and partial expansion of the Rifle Trades Center located at 2195 S. 10th Street in Rifle, Colorado, with initial proposals due November 19, 2026 at 2:00 p.m. and a mandatory pre-proposal walkthrough required for bid eligibility on October 26, 2026 at 1:00 p.m.

The scope encompasses interior demolition and renovation of educational spaces, architectural improvements including partitions, doors, hardware, and finishes, installation of reinforced concrete foundations to support automotive vehicle lifts, creation of a structural opening in an existing exterior wall, construction of a new entrance addition with elevator or vertical platform lift, and comprehensive mechanical, plumbing, electrical, fire protection, and utility system upgrades supporting automotive, diesel, HVAC, electrical, plumbing, and sheet metal trades instruction programs.

Proposals must be submitted through the Rocky Mountain E-Purchasing System (BidNet) as a single PDF file limited to 25 pages excluding bid spreadsheets and must include company qualifications, years in business, itemized pricing, three references from work completed within the last three years preferably including at least one public entity, proof of liability insurance, and any proposed exceptions to RFP requirements. Questions and clarifications are due November 4, 2026 at 2:00 p.m. to bids@coloradomtn.edu. The RFP employs a two-stage process: initial proposals on November 19 will generate a short-list of vendors, with final bids due December 11, 2026 at 4:00 p.m. and a target award date of December 16, 2026 at 4:00 p.m.

CMC requires payment and performance bonds for the project, priced separately in the proposal. Evaluation criteria include overall quality of response, company qualifications and experience, pricing, warranties, references and reputation, environmental initiatives, and service capability, with price as one factor rather than the sole determining criterion. All submitted proposals are binding for a minimum of 60 calendar days following the proposal due date. The successful bidder must execute a standard contract governed by Colorado law with jurisdiction in Garfield County and comply with federal Equal Employment Opportunity laws, Colorado Open Records Act provisions, and certification requirements regarding workers without authorization. CMC reserves the right to make multiple awards, reject any or all proposals, and cancel the RFP at its discretion.
