About this opportunity

The North Carolina Department of Adult Correction (NCDAC) Central Engineering is requesting sealed bids for roof recovery and repairs at Richmond Correctional Institution, 1573 McDonald Church Road, Hoffman, NC, with bids due June 23, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on June 16, 2026 at 11:00 a.m. at the facility lobby; failure to attend the pre-bid meeting results in bid disqualification. HUB (Historically Underutilized Business) participation requirements apply—bidders must submit either an Identification of HUB Participation with Affidavit A (Good Faith Efforts) or Affidavit B (Intent to Self-Perform), with the NCDAC establishing a $5,000 contract threshold for HUB recruitment; non-compliance renders a proposal non-responsive.

All bidders must be properly licensed as general contractors with roofing classification under North Carolina General Statutes Chapter 87, Article 1. The scope encompasses furnishing all labor, materials, and equipment necessary to perform quality roof recovery and repairs per the drawings and specifications. Complete electronic plans and specifications are available from Raymond Global, Inc. (designer) beginning May 28, 2026.

Bids are submitted as lump-sum proposals for a single prime contract. Each proposal requires a cash deposit or certified check equal to five percent of the bid amount, or alternatively a five percent bid bond from a North Carolina-licensed surety company. Bids may not be withdrawn for 30 days following the submission deadline. Sealed proposals must be submitted to NCDAC Central Engineering, Door No. 4, 2020 Yonkers Road, Raleigh, NC 27699, where bids will be publicly opened and read aloud at 2:00 p.m. on June 23, 2026. The NCDAC reserves the right to reject any or all bids and waive informalities.
