About this opportunity

The Oregon Department of Corrections Purchasing/Contracts Division is soliciting bids under Invitation to Bid S-29100-00018266 for 85,000 pounds of parboiled, 100% rice, with bids due November 9, 2026, at 9:00 a.m. Pacific Standard Time. ODOC applies a 5% preference for Oregon goods fabricated or processed entirely in Oregon, plus an additional 5% for resident bidders headquartered in Oregon, for a total possible preference of 10%.

Rice must meet USDA Number 3 Grade or better and comply with FDA/USDA standards, HACCP regulations, and current Good Manufacturing Practices. Goods must ship in non-breakable commercial containers with a maximum case weight of 50 pounds, carry at least one year of shelf life remaining before the stamped "Best Use By Date," and be palletized at no more than 2,500 pounds per pallet on American Standard four-way entry pallets. Bidders must submit nutritional facts labels, product identification, and all required certifications. Delivery goes to ODOC's Central Distribution Center at 3601 State Street, Salem, Oregon 97301, in two full truckloads of an estimated 42,500 pounds each. The first truckload is due within 45 days after receipt of order, and the second within 45 days thereafter. Pricing is per unit on an FOB Destination basis, with transportation, fuel surcharges, and handling prepaid by the contractor, and prices may not exceed four decimal places. ODOC may request samples within four days of notification, inspect goods from origin through final delivery, and reject nonconforming goods.

ODOC will award to the lowest responsive bid from a responsible bidder and may award by line item, group of items, or all items, as ODOC determines is in its best interest. The previous contract award went to Alpine Food Distribution at $0.5546 per pound (50-pound case) as of June 2026. Clarification or change requests are due November 2, 2026, at 9:00 a.m. Pacific Standard Time. Bids must be submitted through OregonBuys, and late bids will not be considered.
