The Oregon Department of Corrections (ODOC) Purchasing/Contracts Division has issued an Invitation to Bid (ITB) for Rice, Brown Parboiled, targeting a procurement of approximately 85,000 pounds to be delivered in two full truckloads. This state contract opportunity, specific to Marion County, is seeking responsive and responsible bidders to supply brown parboiled rice, with bids due by July 27, 2022, at 9:00 AM PST. The procurement will award one or more contracts to the lowest qualifying bidder, with selection based on per unit pricing and specific evaluation criteria. ODOC will apply a 5% preference for Oregon goods and a 5% preference for resident bidders headquartered in Oregon, indicating a priority for local vendors. The ITB includes comprehensive specifications regarding delivery requirements, packaging standards, inspection protocols, and warranty expectations, ensuring potential vendors understand the full scope of the contract requirements.

The contract opportunity does not explicitly detail specific set-aside designations for disadvantaged enterprises, though the local vendor preferences suggest some preferential treatment for Oregon-based businesses. The current incumbent vendor is National Food Group, and ODOC has confirmed that funding is available for this procurement. While specific award values are not explicitly stated, the volume of 85,000 pounds suggests a potentially significant contract value. The procurement is subject to Oregon's administrative rules and statutes, which will govern the contractual relationship. Potential bidders must carefully review all documentation to ensure compliance with technical specifications, delivery requirements, and administrative guidelines to be considered for contract award.
