About this opportunity
The Rhode Island Army National Guard (RIARNG) is soliciting proposals for architectural and engineering design services to develop a HEMTT Secondary Containment Parking Facility at the Army Aviation Support Facility in North Kingstown, Rhode Island, with proposals due September 3, 2026, at 1:00 p.m. EDT and a non-mandatory site visit on August 14, 2026.
ISBE (Minority, Women, and Disability Business Enterprise) participation is eligible for up to 6 bonus points in evaluation. All MBE/WBE subcontractors and suppliers must be certified by the Rhode Island Division of Equity, Diversity & Inclusion MBE Compliance Office at bid submission; Disability Business Enterprises must be certified by the Governor's Commission on Disabilities. Vendors may count 60 percent of material and supply expenditures from MBEs certified as regular dealers or suppliers, and 100 percent from MBEs certified as manufacturers.
The scope includes site investigation and utility coordination, programming and design for a parking facility accommodating four aircraft refuelers, construction document preparation, bidding phase services, and limited construction administration through project closeout. The selected firm will work under AIA Document B101-2017 and coordinate with multiple state agencies. Technical proposals are limited to 10 pages and must include staff qualifications, previous similar project experience, federal SF330 vendor qualification forms, detailed work plan, and design approach narrative. Technical proposals must achieve a minimum of 60 points out of 70 possible points to advance to cost evaluation.
Cost proposals must reflect a fixed lump sum fee with detailed breakdowns for pre-design, design development, construction documents, bidding and award, and construction administration services, plus hourly billing rates for optional additional services. The evaluation framework allocates 70 points to technical merit and 30 points to cost. The initial contract period is six months, commencing approximately September 28, 2026, with potential extension for construction services at the State's discretion. Required insurance includes general liability ($1 million per occurrence), professional liability/errors and omissions ($2 million per occurrence and annual aggregate), workers' compensation, and automobile liability ($1 million). A contract administrative fee of 0.33% will be withheld from invoices. Questions are due August 19, 2026, and pre-bid registration closes August 12, 2026, via email to Judith.Ruggiero@purchasing.ri.gov.
