About this file
This is a Request for Proposals (RFP) issued by the Rhode Island Army National Guard (RIARNG) for architectural and engineering (A&E) design services to develop a HEMTT Secondary Containment Parking Facility at the Army Aviation Support Facility (AASF) in North Kingstown, Rhode Island. The project encompasses site investigation services, programming, design development, construction document preparation, bidding phase services, and limited construction administration through project closeout. The scope includes three primary components: evaluation of the proposed Quonset Airport site with construction area surveys and utility coordination; programming and design for a parking area accommodating four aircraft refuelers with complete biddable construction documents; and limited construction supervision and inspections. A non-mandatory site visit is scheduled for Friday, August 14, 2026, at 10:00 am at Quonset Point Air National Guard Base, 1 Cripe Street, North Kingstown, RI 02852. Registration for the pre-bid conference is required by close of business on Wednesday, August 12, 2026, via email to Judith.Ruggiero@purchasing.ri.gov. The selected firm will work under a modified AIA Document B101 agreement and must coordinate with multiple state agencies including RING, RIBCC, OSFM, RIDEM, CRM, QDC, and RIE.
Technical proposals are limited to 10 pages and must include staff qualifications, previous project experience demonstrating similar work, vendor qualifications and staffing information using federal SF330 forms, a detailed work plan, and management and design approach narratives. Technical proposals must achieve a minimum of 60 points out of 70 possible points to advance to cost evaluation. Cost proposals must reflect a fixed lump sum fee structure with detailed breakdowns for pre-design, design development, construction documents, bidding and award, and construction administration services, along with hourly billing rates for optional additional services. The evaluation criteria allocate 70 points to technical merit, 30 points to cost proposals, and up to 6 bonus points for ISBE (Minority, Women, and Disability Business Enterprise) participation. Proposals must include completed Supplemental Bidder Attestation Forms and ISBE Participation Plans. The RIARNG reserves the right to select the firm deemed in its best interest and conversely reserves the right not to fund any proposals.

RFP - AGENCY SOLICITATION SPECIFICATIONS
RFP27006896
TITLE: RIARNG Architectural & Engineering (A&E) Design Services: PN 442522, AASF HEMTT Secondary Containment Parking Lot, AASF Site, North Kingstown, Rhode Island
DESCRIPTION: The Rhode Island Army National Guard is soliciting proposals from qualified firms to provide architectural and engineering services to design a “HEMTT Secondary Containment Parking Facility” at the Army Aviation Support Facility (AASF), in North Kingstown, Rhode Island.
SECTION A: BACKGROUND
The RIARNG provides facilities today, and into the future, that facilitate training, operations, and equipment sustainment to support the deployment of forces to conduct assigned State and Federal missions. A primary goal of the RING is to ensure that our facilities and infrastructure meet current requirements while working toward providing more efficient and affordable infrastructure. The RING Facilities Management Office ensures soldier and airmen have safe and healthy environments that support individual and unit readiness.
The Army Aviation Support Facility supports Army National Guard UH-60 Blackhawk Helicopters. To include maintenance and operations requirements of these aircraft. Part of the operations are to refuel the aircraft; this is performed by using M978 HEMTT (Heavy Expanded Mobility Tactical Truck) Refuelers. These refuelers carry up to 2,500 gallons of JP-8 aircraft fuel. Currently these refuelers are parked on temporary secondary containment pads that require maintenance every time there is a rain event to drain any rainfall. This takes manpower away from aircraft maintenance operations. The RING would like to have a solution for permanent parking with all associated environmental controls to ease the operations burden.
SECTION B: SCOPE OF WORK AND REQUIREMENTS
The project scope will involve architectural and engineering services including, but not limited to, construction area survey; coordination with Quonset Development Corporation (QDC) and other State agencies for approvals; environmental permitting;
project design and engineering; construction document preparation (for State bid);
cost estimating; bidding phase services; limited construction administration through project close out; and provision of complete "record drawing" documentation.
This project will consist of three main parts:
1. Evaluation of proposed site on Quonset Airport, construction area survey, reviewing utility easements and modifying existing or new easements, if needed.
2023-1.v3.04082026 RFP – Agency Solicitation Specifications Page 2 of 5 Revised 4/8/2026
2. Programming, design, and construction documentation for new parking area for four refuelers for the selected course of action in Part 1. To include biddable construction documents and bidding services.
3. Provide limited construction supervision and inspections. To include submittal reviews (coordinated thru purchasing).
DESIGN PARAMETERS
The following parameters must be considered in the proposed design solutions:
• Site Improvements & Landscaping. All site work associated with the parking lot will be part of this project’s scope of work. This includes any areas disturbed by construction;
the areas shall be restored to better than existing conditions.
• Utilities: Any utilities in the construction area, aside from the utilities that may be connected to, shall remain and repaired/restored if disturbed.
• Existing facilities: Decommissioning and demolition of all, or part, of any existing service and or assets (asphalt) is to be incorporated into the demolition documents. Including coordination with QDC and RING Environmental on soil removal.
• Architectural Considerations: Any alterations are to be consistent with the existing facilities on site.
DESIGN PROCESS EXPECTATIONS
• Design Services: Provide turn-key architectural and engineering design and construction administration services. Construction document preparation; cost estimating; bidding phase services; construction administration and delivery of a complete set of "record drawings" and AutoCAD as-builts.
• Design documentation Phases: Schematic Design, Design Development, and Construction Documents. This would also include progress meetings with the State Officials to attain project approvals.
• Programming: The selected firm will begin the project by working with the RING project representative to review the project and establish an updated program for the secondary containment parking lot and associated scopes of work. As part of this process, the consultant will provide research findings outlining a way forward with permitting and design factors, cost, time, and sustainability factors.
• Coordination: RING, RIBCC, OSFM, RIDEM, CRM, QDC and RIE. The selected firm will coordinate the project design development and construction documents with the RING project representative. To include project progress and design review meetings.
• Public Bid: Prior to submission for public bid, the design agent shall submit a Stamped Set of Construction Documents to the RI State Building Code Commission (RIBCC) and RI Office of the State Fire Marshall (OSFM) for review and approval to obtain a Project Approval Letter. All fees incurred for this task shall be the responsibility of the design agent.
• Form of Agreement: RI modified AIA Document B101, Standard Form of Agreement between Architect and Owner for a detailed scope of expected Architect's services and terms of contract agreement. (Completed only by selected firm)
• Expectations: A/E to provide Routine Submittals 3 business days or less, Complex Submittals 7 business days or less; RFIs 3 business days; Proposal Requests 5 business days or less; Change Proposal Design & Development 7 days; AIA Change Orders 5 days, Contractor’s pencil requisitions are reviewed in 3 days or less. RIARNG requires the Design Agent to hold their sub-consultants accountable for delays in responses resulting in price increases, i.e. 30 days, etc.
