About this file
This is a Question and Answer (Q&A) document for Rhode Island Army National Guard (RIARNG) Solicitation RFP27006896, which addresses responses to Requests for Information (RFIs) submitted regarding architectural and engineering design services for the HEMTT Secondary Containment Parking Facility at the Army Aviation Support Facility in North Kingstown, Rhode Island. The project requires design services for a parking facility to accommodate four aircraft refuelers, including site investigation, programming, design development, construction documents, bidding phase services, and limited construction administration. Technical proposals are limited to 10 pages and must achieve a minimum score of 55 out of 70 possible points to advance to cost evaluation, with proposals scoring 60 points or higher eligible for cost proposal evaluation. The solicitation includes a non-mandatory site visit on August 14, 2026, and questions were due August 19, 2026, with proposals due September 3, 2026, at 1:00 p.m. EDT. The initial contract term is six months, commencing approximately September 28, 2026, with potential extension for construction services at the State's discretion.
Key clarifications provided in the Q&A address submission requirements and project specifications. The SF330 forms (Parts I and II) previously required in the Agency Solicitation Specifications have been deleted and will not be required for submission. Covers, tabs, and tables of contents are permitted and do not count toward the 10-page technical proposal limit. The project requires compliance with UFC and UFGS standards, incorporation of special provisions for PFAS-impacted materials, and lighting (excluding high mast options). Covered parking is not required. Secondary containment for the HEMTT facility shall be designed based on EPA's general secondary containment approach for mobile refuelers with a release scenario of 2,750 gallons. The existing portable secondary containment units have operational deficiencies including unsuitable ramps and inadequate slope for proper HEMTT staging, which the new facility will address. No NEPA permitting is required for the design phase, as RIARNG will handle NEPA permitting during construction. The Rhode Island Department of Environmental Management has not incorporated HEMTT-specific requirements into the 2024 Multi-Sector General Permit; however, RIARNG must update its Stormwater Management Plan to reflect all changes with RIDEM approval.

Question Answer
Page 3, Tab 3 of the RFP - Agency Solicitation Specifications states we must include SF330 Part II for each firm associated with the design team. Will these pages count towards the 10-page limit? SF330 PART ll - will not be required - this requirement is hereby deleted from the Agency Solicitation Specifications
Page 3, Tab 3 of the RFP - Agency Solicitation Specifications states we must include SF330 Part I. A-D. Will these pages count towards the 10-page limit? SF330 PART 1 - will not be required - this requirement is hereby deleted from the Agency Solicitation Specification
Page 3, Tab 2 of the RFP - Agency Solicitation Specifications states we may use "a format of your choice" for projects but also references use of SF330 Part 1F and G-matrix. Will the SF330 Part 1F and G project pages count against the 10-page Technical Proposal limit? SF330 - will not be required - this requirement is hereby deleted from the Agency Solicitation Specification
Are covers, tabs, and Table of Contents allowed to be included, and if so, will they count as part of the 10-page Technical Proposal limit? Yes, covers, tabs, and a table of contents are allowed and do not count towards the 10 page proposal limitation
Page 4 of the RFP - Agency Solicitation Specifications states, "Technical proposals must receive a minimum of 55 (78.5%) out of a maximum of 70 points to advance to the cost evaluation phase" and the following paragraph states, "Technical proposals scoring 60 points or higher shall have the cost proposals evaluated and assigned up to a maximum of 30 points, bringing the total potential evaluation score to 100 points." Do the technical proposals need to receive a minimum of 55 or 60 points to advance to the Cost Evaluation phase? Techical Proposals must received a minimum of 55 out of a maximum 70 points to advance to the cost evaluation phase.
Is lighting required at the parking location? If so, should high mast lighting be provided or is there another lighting option that is preferred? Lighting is required. No high mast lighting.
Would RIANG consider a covered parking as part of the improvements? If so, please provide more information on what canopy would be preferred. Covered parking is not required.
Is compliance with UFC and UFGS required for this project? Yes
As PFAS has been previously identified within the general project area, should the design team anticipate incorporating special provisions into the construction documents for the handling, management, characterization, and disposal of PFAS-impacted soil, groundwater, or C&D materials encountered during construction? Yes
Will NEPA permitting be required for this project? No, not for design. For construction, the RIARNG will take care of NEPA permitting.
Has the Rhode Island Department of Environmental Management incorporated any RIARNG-specific requirements related to HEMTT parking, fueling operations, or secondary containment into RIARNG's 2024 Multi-Sector General Permit for Stormwater Discharge Associated with Industrial Activity (MSGP) authorization, Stormwater Management Plan (SWMP) requirements, compliance correspondence, or other permit-related documentation? There are no specific requirements relating to the 2024 MSGP. However, the RIARNG will be required to update our SW management plan to include all changes in the SW management will require RIDEM approval.
For purposes of SPCC compliance, what design spill scenario and release volume should be used to size the HEMTT secondary containment facility? Should the design be based on the most likely discharge from a parked, unattended mobile refueler, consistent with EPA's general secondary containment approach for mobile refuelers, or a larger, more conservative release scenario specified by RIARNG? If a larger design basis is required, please identify the applicable release volume and governing standard or policy. Basis of design shall be EPA's general secondary approach for mobile refuelers. The RIARNG release scenario is 2750 gallons.
Is this project a corrective action in response to any regulatory agency finding, inspection observation, permit requirement, enforcement action, compliance commitment, or other identified deficiency? No
What specific limitations, deficiencies, or operational issues associated with the existing portable secondary containment units does RIARNG intend to address by the proposed HEMTT Secondary Containment Parking Facility? The existing contaiment systems are not conducive for our long term goal of managing storm water and or a fule spill. The contaiment system has up and down ramps that the Refuling Crew doesn't like. And the contaiment "pads" aren't sloped for the HEMTTs proper staging requirements.
