The solicitation (RFP27006896) seeks qualified firms to provide comprehensive design services for a HEMTT Secondary Containment Parking Facility, including site investigation services, programming, design development, construction documents, bidding phase services, and optional construction administration. A non-mandatory site visit is scheduled for August 14, 2026, at 10:00 a.m. at Quonset Point Air National Guard Base, 1 Cripe Street, North Kingstown, Rhode Island 02852. Pre-bid registration is required by August 12, 2026, and technical proposals are due September 3, 2026, at 1:00 p.m. EDT. The initial contract term is six months, commencing approximately September 28, 2026, with potential extension for construction services at the State's discretion.
Technical proposals are limited to 10 pages and must achieve a minimum of 60 points out of 70 possible points to advance to cost evaluation. Proposals must include staff qualifications, previous similar project experience, federal SF330 forms, detailed work plan, and design approach narrative. Cost proposals must reflect a fixed lump sum fee with detailed breakdowns for pre-design, design development, construction documents, bidding and award, and construction administration services, plus hourly billing rates for optional services. The evaluation framework allocates 70 points to technical merit and 30 points to cost. ISBE (Minority, Women, and Disability Business Enterprise) participation is eligible for up to 6 bonus points, with all MBE/WBE subcontractors and suppliers requiring certification by submission. Required insurance includes general liability ($1 million per occurrence), professional liability/errors and omissions ($2 million per occurrence and annual aggregate), workers' compensation, and automobile liability ($1 million). A contract administrative fee of 0.33% will be withheld from invoices. Questions are due August 19, 2026.
