Pre-Bid Sign In Sheet Summary
This document is a pre-bid sign-in sheet for a Request for Proposals (RFP 27006896) issued by the Rhode Island Army National Guard (RIARNG) for architectural and engineering design services. The solicitation seeks qualified firms to design a HEMTT Secondary Containment Parking Facility at the Army Aviation Support Facility in North Kingstown, Rhode Island. The scope of work includes site investigation services, programming, design development, construction documents, bidding phase services, and optional construction administration through project closeout. A non-mandatory site visit is scheduled for August 14, 2026, at 10:00 a.m. at Quonset Point Air National Guard Base, 1 Cripe Street, North Kingstown, RI 02852. Pre-bid registration is required by August 12, 2026, via email to Judith.Ruggiero@purchasing.ri.gov. Technical proposals are due September 3, 2026, at 1:00 p.m. EDT. The initial contract period is approximately six months, commencing September 28, 2026, with potential extension for construction services at the State's discretion.
Technical proposals are limited to ten pages and will be evaluated on a 70-point scale, with a minimum of 60 points required to advance to cost evaluation. Cost proposals must reflect a fixed lump sum fee with detailed breakdowns for pre-design, design development, construction documents, bidding and award, and construction administration services, plus hourly billing rates for optional services. The evaluation framework allocates 70 points to technical merit and 30 points to cost. ISBE (Minority, Women, and Disability Business Enterprise) participation is eligible for up to 6 bonus points. All MBE/WBE subcontractors and suppliers must be certified by the Rhode Island Division of Equity, Diversity & Inclusion MBE Compliance Office at bid submission. Required insurance includes general liability ($1 million per occurrence), professional liability/errors and omissions ($2 million per occurrence and annual aggregate), workers' compensation, and automobile liability ($1 million). A contract administrative fee of 0.33% will be withheld from invoices. Questions are due August 19, 2026.
