About this opportunity
Harris County Office of the County Engineer is requesting qualifications (RFSQ) from architectural and/or engineering firms to provide design services for parks, trails, and recreational projects throughout Harris County and multiple Houston City jurisdictions, with responses due October 5, 2026. Harris County intends to award multiple term contracts on an as-needed basis following project initiation and negotiation.
Respondents must demonstrate capability across the full scope of professional architecture, landscape architecture, and engineering services, including planning studies, topographic and subsurface utility surveys, environmental review and documentation, pre-design through construction phase services, sustainability and environmental design, wayfinding systems, art consulting, geotechnical analysis, hydraulic and hydrology studies, traffic analysis, and construction administration. All personnel must be licensed in their respective disciplines and the firm must be registered with the State of Texas.
Harris County has established a hypothetical 30-acre Bob Jones Park project in southwest Harris County (within City of Houston jurisdiction) with an estimated budget of $20 million to serve as the reference scope for evaluation. The project includes trails, playground, restrooms, pavilions, multi-sport courts, fencing, drainage, detention, planting, and irrigation.
M/WBE participation goals will be determined upon development of specific project scopes rather than applied uniformly to this qualification phase. Respondents must complete and submit the Texas Certificate of Interested Parties (Form 1295) with their response. Harris County reserves the right to rebid at any time and is not automatically bound to renew contracts.
A virtual pre-submittal conference via Microsoft Teams is scheduled for September 16, 2026, at 9:30 AM Central Time; attendance is encouraged but not mandatory. Questions must be submitted in writing through Bonfire prior to the due date. Harris County may exercise four one-year renewal options based on the same terms and conditions, subject to Commissioners Court approval.
