About this opportunity

Harris County Toll Road Authority (HCTRA) is requesting qualifications for professional landscape architectural and engineering services for the Hardy Downtown Connector (HDC) project — design and construction phase services for community benefit areas adjacent to Superfund Site(s) — with qualifications due July 20, 2026. A non-mandatory pre-submittal conference is scheduled for June 17, 2026 at 2:00 p.m. CST via Microsoft Teams, and written questions are due June 22, 2026 at 2:00 p.m. CST.

HCTRA seeks a single qualified firm to deliver comprehensive design and engineering across project management, feasibility and environmental studies, right-of-way surveys, utility coordination, roadway design, drainage, signalization, landscape architecture, and design verification. The project spans multiple Harris County and Houston city jurisdictions. Work must comply with Harris County, HCTRA, City of Houston, and Texas Department of Transportation standards. The project emphasizes four themes: neighborhood connections through pedestrian and bicycle improvements, vibrant placemaking via public art and community engagement, public space activation with parks and parklets, and regenerative ecology addressing urban sustainability and environmental resilience. Design must incorporate sustainable standards, accessibility guidelines, and community benefits including affordable housing and Bus Rapid Transit options.

The contract term is approximately thirty-six months from Notice to Proceed, with HCTRA retaining the right to extend time and expand scope. The selected consultant must deliver monthly progress reports, cost-loaded schedules, and maintain risk registers. All data provided to or generated by the consultant is considered public data under HCTRA's data security standards.

Mandatory compliance includes current Harris County taxes and other county debts as of the bid due date and completion of Texas Form 1295 disclosing all interested parties prior to submission. Failure to comply may result in disqualification.
