About this opportunity
Harris County Flood Control District is requesting qualifications for professional engineering and architectural services for Halls Bayou Channel Conveyance Improvements Phase II, with qualifications due August 10, 2026 at 2:00 p.m. CST, and a pre-submission conference scheduled for July 22, 2026 via Microsoft Teams. The project is funded in whole or in part with federal grant monies from the Texas General Land Office, FEMA, and HUD, triggering compliance with 2 CFR 200, applicable federal regulations, and Texas Professional Services Procurement Act standards.
The scope encompasses final design development, construction plans and specifications, surveying, geotechnical investigations, environmental services, utility coordination, public engagement support, and construction phase services for approximately 3,500 linear feet of channel conveyance improvements along Halls Bayou tributary P118-08-00, including four culvert crossing improvements. Offerors must hold current professional licensure in Texas and carry Errors and Omissions insurance. HUB/MWBE participation and Section 3 compliance are required as applicable. Performance and payment bonds may be required based on contract value thresholds. Davis-Bacon prevailing wage requirements may apply if triggered.
Harris County will evaluate qualifications based on firm experience and qualifications (45%), firm capacity and resources (30%), and organization and project methodology (25%). Price is not an evaluation criterion; fair and reasonable rates will be negotiated post-selection. The anticipated project completion timeline is eleven months from contract award. Shortlisted firms will be notified and interviews scheduled at dates to be determined. Written questions are due July 23, 2026 at 12:00 p.m. CST.
