About this opportunity

Harris County Flood Control District is requesting qualifications for professional engineering services to provide program management for the Clear Creek Federal Flood Risk Management Program under an RFSQ, with qualifications due August 17, 2026 at 2:00 PM CST and a pre-submission teleconference on August 4, 2026. The contract is subject to federal funding compliance, including 2 CFR 200 Uniform Administrative Requirements, Davis-Bacon wage requirements if applicable, and Section 3 compliance for HUD-funded work exceeding $200,000, as well as MWBE/HUB utilization requirements under Texas Government Code Section 2254.

The selected Program Management Consultant will function as an extension of HCFCD staff to coordinate design, environmental compliance, procurement, construction, and closeout activities across multiple engineering consultants, contractors, utility owners, real estate entities, and the U.S. Army Corps of Engineers. Core responsibilities include monthly program reporting on deliverables and budget status; stakeholder and agency coordination; design management with review cycles at 65%, 95%, 100%, and final stages; construction management and inspection; environmental compliance monitoring; and vegetation establishment monitoring for up to five years.

Offerors must demonstrate a minimum of five years' experience providing similar services, current professional licensing in Texas, no history of government contract default or debarment, and compliance with all applicable federal, state, and local regulations. The anticipated contract term is one year or until project completion. The anticipated contract funding is derived from the Texas General Land Office, Federal Emergency Management Agency (FEMA), and U.S. Department of Housing and Urban Development (HUD).

Evaluation emphasizes qualifications (40%), firm capacity and resources (20%), organization and project methodology (30%), and interviews/presentations (10%). Pricing is not evaluated as a selection factor but will be negotiated after qualifications evaluation and prior to award, with fair and reasonable rates required. Performance and payment bonds may be required based on contract value thresholds, with submission required within ten days of award. Questions are due August 7, 2026 at 12:00 PM CST. Qualifications must be submitted as either hard copy (one original plus three copies in separate three-ring binders) or electronically through Bonfire, limited to 20 pages in 11-point Arial font, excluding resumes.
